Notice for Non-EU/EAA Citizens – Preparations to introduce application fees in progress

The Ministry of education and culture is preparing changes in legislation considering application fees for applicants to degree programmes in higher education.

The Ministry has proposed that in the future, an application fee is collected for applicants from countries outside EU/EEA seeking education leading to a degree in higher education, excluding licenciate or doctoral degrees. The application fee would not be charged for Finnish or EU citizens.

The Finnish National Agency of Education would collect the application fee in connection with filling in the Studyinfo application form. The application fees are to be introduced for applications starting 1 January 2025 and onwards, when applying for degree programmes beginning on or after 1 August 2025. This means that, as the legislation process is advancing, the first application fees would be collected with the Suomi.fi payment service for joint applications and separate applications in the spring 2025.
